The hydroxyl group terminal can further derivatize the PEG polymer via nucleophilic substitution. Hydroxyl group can readily participate in hydrogen bonding and the electronegativity of the oxygen adds a slight polarity to alcohols, which is why they are able to interact with other polar molecules such as water.
